The City of Ashland, KY operates under a City Manager form of government. In this form of government, the citizens elect a Mayor and four Commissioners to serve on the Board of Commissioners. The Board of Commissioners then appoints a City Manager who holds the position of chief administrative officer for the city. This individual is a professional who is employed by the city to run the operational affairs of the city on a day-to-day basis. The Board is voted into office by non-partisan elections and consists of a mayor, who is elected for a term of four years, and four commissioners, who serve two years each. It is responsible for passing ordinances, adopting the budget, appointing committees, and employee appointment and termination.

Catlettsburg, Kentucky uses a mayor-council plan form of government. Catlettsburg is a home rule-class city and the county seat of Boyd County.

The Kentucky Constitution of 1891 established the fiscal court as the governing body for each county. Although the title "County Judge/Executive" remains, the position no longer presides over judicial proceedings. A fiscal court is the governing body of a Kentucky county. It's responsible for setting policy, approving budgets, and enacting ordinances. How it works: The fiscal court is made up of a county judge/executive and magistrates The judge/executive is the head of the county government The magistrates represent districts within the county The fiscal court also employs a county attorney and court clerk What it does: The fiscal court votes on fiscal matters related to county services like roads, parks, public safety, and human services The fiscal court also oversees all county departments and agencies The fiscal court allows citizens to voice opinions on local, state, and national legislation
